How does trade affect the design of preferential agreements (PTAs)? What is role global value chains (GVCs)? The authors answer these questions by empirically investigating causal impact gross and value-added on depth PTAs. To solve critical issue endogeneity flows for policy, identification strategy exploits a recent transportation shock: sharp increase in maximum size container ships, which has more than tripled between 1995 2007. key variation our instrument hinges fact that only deep-water ports can accommodate new larger ships. flexible enough to generate excludable instruments different components exports. This allows us assess how (depth) PTAs affected not exports but specifically GVC-trade as captured indicators domestic foreign added. find occurring through GVCs increases probability forming deep PTAs, i.e., include provisions go beyond coverage WTO. These effects are those exports, unrelated GVCs. results indicate one important driver liberalization.
